Duncan Bray

Duncan Bray

Director

He has worked within the NHS and Ambulance Sector for + 20 years having joined the ARP team in 2004 as National Implementation Manager overseeing the implementation of the first Ambulance Trusts onto the Airwave network. Subsequently Duncan has moved into roles across Service Management and Programme Leadership before taking over as National Director of ARP in April 2023

Ann O'Rourke

Ann O’Rourke

Head of Service

Ann has worked within the NHS and Ambulance Sector for + 20 years having joined the ARP team in 2006. Ann has been responsible for the Services under the Airwave Contract, supplier management and senior stakeholder management. Ann has previous Ambulance experience in West Yorkshire Ambulance Service as Head of IT.


Chris Lucas

Chris Lucas

Senior User & Assurance Manager

He has been heavily involved in assuring operational communications best practice in Ambulance Trusts, chair of the Emergency Services Airwave Strategic Group (ESASG) and represents the UK on the European Public Safety Radio Group (PSRG). Additionally, Chris is the current Chair of British APCO which is acknowledged as the leading UK based Association for all professionals using or developing Public Safety technology. Previously Chris worked as an operational manager for Yorkshire Ambulance Service across a wide range of roles and has a range of incident command experience. Prior to joining the Ambulance Service Chris served with the Royal Air Force as a navigator on maritime patrol aircraft.


Dean Todd

Dean Todd

Senior Implementation Manager

He has worked within the NHS 30+ years and joined the ARP team in 2015 as Implementation Manager overseeing the implementation of legacy control room system upgrades of the Legacy ICCS (Capita DS2K). Subsequently Dean moved into the Senior Implementation manager role and was part of the team that worked on the procurement of CRS and National milestones before deploying to Trusts. Prior to ARP Dean worked various roles in both the private and public sector of the NHS, ranging from support, testing, implementation, and data migration across various platforms.


Kev Linney

Kev Linney

Senior Service Manager

He originally led a small team to assure the service delivery of the Airwave managed contract to English Ambulance Trusts. His remit has expanded to a team of 20+ members and a supporting Service Partner to cover service transition and assurance of multiple suppliers providing technologies and services to all ambulance Trusts across Great Britain. Previously Kev worked as a Project Manager, ICT Service Manager and Head of IM&T at South Western Ambulance Service and has overseen a range of service improvement initiatives as well as the introduction of NHS 111 and the support for the 2012 Olympics in the South West area.


Richard Lycett

Senior Technical Manager

Richard joined ARP in 2016 growing a team of 16 to support all Technical Assurance, Technical Design and Security. Previous experience as a  Senior Solution Architect delivering large scale Programmes with the Department for Works and Pensions and BT.


Julie Birigwa

Julie Birigwa

Head of Finance

Head of Finance at the NHS Ambulance Radio Programme (ARP) and is responsible for ensuring the integrity of ARP’s financial management systems including general accounting policies and procedures, financial reporting, budget formulation and monitoring and financial analysis. She joined the ARP team in 2010 and has over 25 years’ experience of financial reporting, planning, budgeting and forecasting within UK Central Government entities and the National Health Service NHS.


Kevin Alexander

Head of Commercial

Head of Commercial at the Ambulance Radio Programme since 2020, responsible for all procurement and contract management delivery. He has over 25 years’ experience of commercial delivery from a variety of mission-critical environments (Maritime, Oil & Gas).


Stuart Murphy

Stuart Murphy

Senior Programme Manager

Since joining ARP in 2015, he played a key role in the national procurement and then leading of a multi-discipline team on the design, build and testing of Control Room Solution (CRS) up to 2021. He then began work on completing the pilot and subsequent successful live delivery of the Mobile Data Vehicle Solution (MDVS) rollout which commenced in April 2023. Previously, he has worked within NHS National Programmes +18 years including roles in NHS Digital on Programmes such as Choose & Book, NHSMail, Summary Care Record and Electronic Prescription Service holding senior positions within National Service Management as well achieving ISO9001 certification for the National Information Standards Directorate.


Tracey Whitfield

Tracey Whitfield

Head of PMO

Tracey has been involved with delivering NHS IT programmes since 2006, both nationally through NHS Digital and based at a large Acute Hospital Trust. She has taken on a range of roles from Training & Business Readiness, Implementation, Change Management and Project & Programme Management. A relative newcomer to the ARP Team, she joined ARP in 2022, leading the PMO Team to support all aspects of ARP with a focus on adding value.


Tracy Kaczmarczyk

Tracy Kaczmarczyk

Head of Programmes

24 years in Policing – Tracy started as a policing dispatcher in what was known as the Barnsley Control Room before it centralised in 2003. She Progressed through her career in policing which has included roles such as a Mentor/Supervisor/Ops Manager and Head of Department before finally leading a Programme of work to replace all the control room technology across South Yorkshire and Humberside Police.
